Connectivity across Oaxaca is uneven: household internet ranges from 34.8% in Santiago Pinotepa Nacional to 70.8% in Santa Lucía del Camino. That's why we don't propose the same plan in every city.

Per INEGI's 2020 census, among the cities we cover, Santa Lucía del Camino has the highest share of households online (70.8%) and Santiago Pinotepa Nacional the lowest (34.8%). The average across those cities is 54.4%. That gap changes what's worth doing first in each one.
